Tech. Sgt. Matthew Smith, element leader and pavement construction equipment craftsman at the 203rd Red Horse Squadron, is the Virginia Air National Guard Outstanding Guardsmen and Outstanding Non-Commissioned Officer of the Year. Among his accomplishments, Smith developed training, tracking and safety programs, and mentored nine airmen.
